Qualifications may warrant greater starting base pay within the full pay range.  Individual base pay is determined by experience, job-related skills, and relevant education or training.

Position Summary

This position is responsible for managing the Supply Chain and the Electrical Distribution Planning and Design Departments that provide solutions for new or upgraded service requests and administering the district’s capital improvement budget.

 

Essential Duties and Responsibilities

  • Manage the Supply Chain and the Electrical Distribution Design and Planning Departments to ensure that customer requests are handled in a timely manner
  • Facilitate meetings, work flow and interactions with the Supply Chain, Construction and Service Departments to ensure timely release of projects for construction
  • Negotiate and serve as the intermediary between developers, builders and explain Cooperative policies and procedures that affect their service requests
  • Develop and communicate Supply Chain and Electrical Distribution Design and Planning Department procedures to internal and external customers
  • Meet with internal and external customers to explain, resolve disputes, complaints and questions about the Cooperative’s Supply Chain and Electrical Distribution Design and Planning Department policies and procedures
  • Serve as the point of contact for transportation projects, i.e., Texas Department of Transportation, County and Municipal Departments
  • Communicate requirements of the Cooperative’s Electrical Distribution Design and Planning Department to government entities
  • Ensure knowledge of capital improvement projects and work with the Electrical Engineering Department to resolve obstacles that impede getting the lines built
  • Facilitate pre-development and pre-construction meetings with members, developers and government entities
  • Review and approve cost estimates, work orders and correspondence to members, builders and developers
  • Supervise the work of office, administrative or customer service employees to ensure adherence to quality standards, deadlines and proper procedures, correcting errors or problems
  • Provide employees with guidance in handling difficult or complex problems and in resolving escalated complaints or disputes
  • Implement corporate and departmental policies, procedures and service standards in conjunction with management
  • Discuss job performance problems with employees to identify causes and issues and work to resolve problems
  • Teach and instruct employees in job duties and company policies or arrange for training to be provided
  • Evaluate employees' job performance and conformance to regulations and recommend appropriate personnel action
  • Recruit, instruct and supervise subordinates
  • Interpret and communicate work procedures and company policies to staff
  • Develop and review operating procedures
  • Develop and manage department budget
  • Establish work priorities and activities
  • Recommend promotions, transfers, hires and other disciplinary action
  • Establish metrics and prepare monthly reports
  • Coordinate activities with other departments
  • Maintain the security of confidential information
  • Stay abreast of advances in technology

Supervisory and/or Leadership Responsibilities

A full range of supervisory activities, training, evaluation, counseling and recommendation for termination. This includes, but is not limited to, effectively communicating organizational policies and other information to subordinates, ensuring that employees have a clear understanding of their responsibilities.

  • Knowledge of using computer systems, which may include setting up and using hardware and software programs, entering data or processing information
  • Knowledge of principles and processes for providing customer service
  • Knowledge of business and management principles including strategic planning, resource allocation, leadership techniques and budgeting
  • Knowledge of large scale and complex electric distribution design and project management principles
  • Knowledge of principles of electricity, safety practices and codes
  • Knowledge of electric power industry construction standards
  • Knowledge of supply chain, logistics and procurement processes
  • Skilled in monitoring and managing performance
  • Skilled in prioritizing and managing changing priorities
  • Skilled in establishing and communicating performance expectations and metrics

Minimum Qualifications - (Education, Experience, Certification, & Licensing)

  • Bachelor’s Degree in Electrical Engineering or related field
  • Five years of related experience
  • Directly related experience may substitute for education
  • Two years of leadership experience
  • Valid Driver’s License
