Engineering Assistant 1

PHYSICAL OFFICE LOCATION: PEC Haley Road Offices – 300 Haley Road, Johnson City, TX 78636

Minimum starting pay for this position is $21.54 per hour or commensurate with experience


Position Summary

This position is responsible for managing the administration of all construction and maintenance projects in coordination with various departments and external entities throughout the planning, construction, and reconciliation process. The job description defines the similar and defined duties for each of the Engineering departments: District Distribution, Distribution Projects and Standards, Substation/Transmission Maintenance, Planning, System Maintenance and Substation/Transmission Design Distribution.


Essential Duties and Responsibilities

  • General
    • Manage the administrative functions of all projects
    • Generate and maintain project work orders including capitalized construction, blankets, and expense orders
    • Coordinate closely with various departments to assure that all unplanned expenditures are associated to an appropriate order
    • Perform financial and technical reconciliation of the project work orders prior to closing
    • Initiate purchase requisition process for external services and materials
    • Review and process vendor invoices for payment
    • Track and report status of projects
    • Create a culture of professionalism and accountability
    • Maintain the security of confidential information
    • Stay abreast of advances in technology
  • Meter Maintenance
    • Assist in preparing work orders for current transformers (ct)/power transformers (pt) construction projects for release to the meter techs/electrician to include all necessary information on ct/pt size and configurations
    • Assist in resolving meter issues between departments and districts through the entire process of construction through meter install and activation
    • Accept and test meters for quality control purposes based on best utility practices
    • Track and follow up with meter techicians/electricians on AMI meter installs and utilization of the NiSC app suite
    • Work with Meter management to develop and maintain work schedules with emphasis on utilizing the electronic work flow system with NiSC
    • Enter and record all meter data associated with the ordering and acceptance of meters into PEC inventory
    • Assist with upkeep for the meter shop and office to maintain organized and clean area manor
  • Substation/Transmission Maintenance
    • Assist in coordination of Substation and Transmission Maintenance Employees, Supervisors, Purchasing, Accounting, and Warehouse personnel
    • Maintain decentralized master data within the asset management software
    • Assist in creating annual maintenance forecast for Substation Maintenance
    • Coordinate with Substation Maintenance contractors concerning project status
    • Data entry into department drives and create monthly reports
    • Keep abreast of NERC compliance requirements and assist with preparing for audits
  • Planning
    • Maintain connectivity and integrity of the GIS System to ensure complete traceability
    • Draw and edit within GIS Systems to ensure accuracy and connectivity
    • Create and maintain detailed distribution maps using an ESRI based mapping system
    • Develop working knowledge of overhead and underground distribution systems and compatible units
    • Process damage claims including invoices and collections
  • Substation and Transmission Design
    • Support department engineers and project managers with administrative requirements on transmission & substation projects including contract preparation, material requisitions, creation of work orders, project reporting, receiving on material & services, processing of invoices, and other support as necessary
    • Provide monthly project budget & cash flow reporting to department engineers, project managers, and engineering management
    • Perform project closeout analysis and develop closeout reports with proper coding for the Finance department
    • Evaluate existing financial assets and make corrections as necessary
    • Develop billing packages for agency request type reimbursement projects

• Performs other related duties as necessary or assigned.

Knowledge, Skills and Abilities

  • Knowledge of using computer systems, which may include setting up and using hardware and software programs, entering data or processing information
  • Knowledge of principles and processes for providing customer service
  • Knowledge of NISC
  • Knowledge of GIS
  • Knowledge of Cooperative accounting and purchasing practices
  • Knowledge of distribution, substation and transmission standards
  • Skilled in time management
  • Skilled in managing changing priorities
  • Ability to communicate effectively verbally and in writing
  • Ability to anticipate, identify, analyze and resolve conflict and problems


Minimum Qualifications - (Education, Experience, Certification, & Licensing)

  • High School Diploma
  • Two years of directly related work experience
  • Valid Driver’s License
