Rates Manager (Rates Analyst)

Minimum starting pay for this position is $116,240.00 annually or commensurate with experience.

Position Summary
|
This position is responsible for designing, implementing, and managing the Cooperative’s rates for the provision of electric service consistent with the Cooperatives’ Rate Policy. This position also manages The Cooperative’s Cost-of-Service Studies. This position may also be responsible to carry out special projects as may be needed in support of the Cooperative’s Strategic Plan.

Essential Duties and Responsibilities
|
- Develop and implement electric rates that are consistent with the Cooperatives’ Rate Policy
|
- Lead internal Rates Committee of senior cooperative leadership
|
- Present to the Board of Directors on all rate related topics
|
- Responsible for the financial evaluation and analysis of different retail rate structures
|
- Perform project management and oversee the utilization of internal staff and hiring of outside experts to conduct a cost-of-service study
|
- Responsible for establishing the Cooperatives pole contact rates
|
- Create Annual Rate Policy and present to Rates Committee and Board of Directors
|
- Manage escalations on all rate related questions from members
|
- Create training material and lead training effort on all rate related items as necessary
|
- Research and keep abreast of activities, rates, and rate structures of other utilities
|
- Lead all rate change and new rate implementation projects
|
- Perform all work with integrity, high ethical standards, and a strong work ethic
|
- Establish work priorities and activities
|
- Implement corporate and departmental policies, procedures, and service standards
|
- Coordinate departmental activities in conjunction with other departments and ensure departmental activities are planned and prioritized
|
- Develop and manage budgets
|
- Present a positive image as a representative of the Cooperative
|
|
|
• Maintain the security of confidential information
• Stay abreast of advances in technology
• Demonstrate regular and prompt attendance
• Performs other related duties as necessary or assigned.

Supervisory and/or Leadership Responsibilities
|
A range of leadership activities, training, effectively communicating organizational policies and other information to subordinates, and ensuring that employees have a clear understanding of their responsibilities..

Knowledge, Skills and Abilities
|
- Knowledge of complex issues regarding utility costs of service, retail rate design, and wholesale power purchase rate design.
|
- Knowledge of fundamentals of the electric utility business and the cooperative business model in particular.
|
- Knowledge of business and management principles including strategic planning, resource allocation, leadership techniques and budgeting.
|
- Skilled in evaluating complex issues and making decisive judgments in the best interest of the Cooperative.
|
- Skilled in anticipating, identifying, analyzing and resolving conflicts and problems.
|
- Skilled in prioritizing and managing changing priorities.
|
- Ability to manage large and complex projects involving outside consultants.
|
- Ability to communicate effectively, verbally and in writing.
|
- Skilled in establishing and communicating performance expectations and metrics.
|
- Ability to listen and understand information, verbally and in writing.
|
- Skilled in monitoring and managing performance.
|
- Knowledge of using computer systems.
|
- Skilled in time management
|
- Valid Texas driver’s license
|
|
|
Minimum Qualifications - (Education, Experience, Certification, & Licensing)
|
- Bachelor’s Degree in a related field
|
- Seven years of directly related experience, including three years of leadership experience.
|
