Substation Technician 2

Position Summary

This position is responsible for assisting the Substation Technician III for 24/7 system operations including calibration, commissioning, inspection, maintenance, and repair of transmission and distribution equipment and protective relays, switches, apparatus, and Power Line Carrier (PLC) communication systems associated with the transmission grid, distribution infrastructure, and capital improvement projects. 


Essential Duties and Responsibilities:

  • Execute all power quality initiatives, maintain a time based maintenance approach according to the Cooperative’s Substation Equipment Maintenance Standards Plan and manufacturer recommendations
  • Provide support and technical knowledge for substation and distribution capital improvement projects
  • Execute annual maintenance and inspection program for substation power and auto transformers, transmission breakers, circuit switchers, distribution breakers, microprocessor and electromechanical protection relays, Power Line Carrier communication equipment, and other key substation equipment
  • Monitor and review of dissolved gas analysis and fluid quality oil samples for corrective action of substation equipment
  • Execute electrical testing, including transformer turns ratio, digital low resistance ohmmeter, fluid dialectic tests, power factor, winding resistance, sweep frequency response analysis, protective relay calibration, equipment phasing, testing the condition of insulation of all major system electrical apparatus, etc.
  • Assist with substation commissioning, including microprocessor protective relay programming and testing, trip check and function test all new substation equipment
  • Assist with proofing electrical and control schematics during substation commissioning projects, making modifications and design changes as needed to electrical prints, wiring diagrams, and schematics to ensure proper operation
  • Assist with energizing new substations and perform all necessary tests and electrical checks to ensure proper operation
  • Perform high voltage switching under direct supervision inside substations to manipulate power flow across to transmission grid and isolate equipment
  • Assist with installation of mobile substations for substation construction projects and to perform maintenance of substation power transformers
  • Execute power quality programs and resolution of power quality related issues across the organization
  • Carry out programs to achieve long range goals that support the Cooperative Strategic Plan
  • Offer knowledge regarding substation microprocessor and electromechanical protective relays, breaker operators, communication equipment, battery banks, and battery chargers
  • Provide technical support to substation modernization initiatives
  • Properly analyze equipment test results, use visual observation and expert knowledge, to recommend practical, cost-effective solutions for equipment performance and repair
  • Follow work procedures and company policies
  • Carry out operating procedures
  • Execute work priorities and activities
  • Develop test plans for microprocessor protective relay testing and calibration
  • Perform emergency Call-Out duty for all substation issues including power outages
  • Record data on appropriate test reports to maintain NERC, FERC, and TRE compliance
  • Maintain the security of confidential information
  • Stay abreast of advances in technology


Supervisory and/or Leadership Responsibilities:  May provide technical direction to others


Knowledge, Skills, and Abilities:

  • Knowledge of using computer systems, which may include setting up and using hardware and software programs, entering data, configuration, or processing information
  • Knowledge of principles and processes for providing customer service
  • Knowledge of basic electricity, safety rules and procedures as well as the hazards involved in working around energized lines and equipment involving high and low voltage
  • Knowledge of electrical testing equipment including DOBLE 6150, DOBLE M4000, MEGGER, Very Low Frequency, Multi Ratio Current Test, phasing sticks, oil dielectric, digital low ohm resistance, and sweep frequency response analysis
  • Knowledge of troubleshooting substation communication (SCADA), relaying, monitoring and control systems
  • Knowledge of reviewing and interpreting electrical prints and schematics for relay applications
  • Knowledge of learned principles of electrical theory as applied to power transformers and autotransformers, relays, SCADA, and TWACS systems, etc.
  • Knowledge of reading manuals and interpreting diagrams
  • Skilled in time management
  • Skilled in prioritizing and managing changing priorities
  • Ability to communicate effectively verbally and in writing
  • Ability to listen and understand information verbally and in writing
  • Ability to maintain confidentiality
  • Ability to anticipate, identify, analyze and resolve conflict and problems


Minimum Qualifications – (Education, Experience, Certification, and Licensure):

  • Associate’s Degree in Electrical Power and Controls, Electronics Technology, or related field
  • Directly related experience may substitute for education  
  • Two years Substation Technician I or equivalent experience
  • Valid Texas Driver’s License

  • Exempt employees receive a fixed bi-weekly salary to compensate them for all hours worked during each pay period
  • This position may be required to work more than 40 hours per week
