Procurement Specialist 3

Position Summary:

The position is responsible for performing advanced work in the purchase of a large variety of complex commodities and/or services of a specialized nature.

 

Essential Duties and Responsibilities:

  • Ensure the timely procurement of goods and non-professional services utilizing bids and competitive sealed proposals in accordance with procurement policies and all other applicable laws, policies and procedures.
  • Consult with department personnel on procurement needs, provides technical assistance for goods and non-professional services.
  • Assist in determining solicitation method for complex, formal and discretionary procurements may also assist with high profile contracts.
  • Conduct product and vendor research for goods and non-professional services to determine market volatility, price trends, availability, alternative products and potential future problems or opportunities.
  • Plan, administer and execute the procurement process to include developing specifications/scope of work, developing pricing matrix, coordinating with appropriate departments, finalizing solicitation documents, tabulating bids/proposals, facilitating evaluation and selection process.
  • Review and execute contracts via purchase orders within delegated authority.
  • Facilitate contract negotiations with vendors.
  • Prepare award recommendations and coordinates with client department for Cooperative’s Board consideration.
  • Develop training modules, trains and mentors employees in purchasing polices and procedures, and assists in the training of suppliers.
  • Maintain the security of confidential information
  • Stay abreast of advances in technology.

 

Supervisory and/or Leadership Responsibilities:      None

 

Knowledge, Skills and Abilities:

  • Knowledge of large scale purchasing methods and procedures, laws and regulations.
  • Knowledge of local and national market practices and pricing methods.
  • Knowledge of merchandise receiving and invoicing procedures.
  • Skilled in the proficient operation of personal computers and associated software.
  • Ability to absorb and apply established procurement, procedures, laws and regulations.
  • Ability to interpret information and write advanced specifications for a variety of commodities and services.
  • Ability to establish and maintain effective working relationships
  • Ability to communicate clearly and effectively, both verbally and in writing.
  • Ability to evaluate the financial, production and delivery capabilities of potential bidders and/or vendors.

 

Minimum Qualifications – (Education, Experience, Certification, & Licensure):

  • High School Diploma or equivalent
  • Three years of related experience
  • Certified Purchasing Professional (CPP) Certification preferred
  • Financial, accounting, accounts payable, and/or procurement background preferred
