Procurement Specialist 2

Position Summary:

This position is responsible for performing work in the purchase of a large variety of complex commodities and/or services of a specialized nature.


Essential Duties and Responsibilities:

  • Plan, administer and execute the procurement process to include verifying specifications, developing price schedules, coordinating with departments as necessary and finalizing invitation to bids, tabulate submissions and validate department recommendation.
  • Ensure the timely procurement of goods in accordance with procurement policies and all other applicable laws, policies and procedures.
  • Consult with department personnel on procurement needs, provides technical assistance for required goods.
  • Review and execute contracts via purchase orders within delegated authority
  • Communicate purchasing policies and procedures
  • Tabulate and evaluate bid submissions for responsiveness
  • Maintain the security of confidential information
  • Stay abreast of advances in technology


Supervisory and/or Leadership Responsibilities:   None


Knowledge, Skills and Abilities:

  • Knowledge of large scale purchasing methods and procedures, laws, and regulations
  • Knowledge of local and national market practices and pricing methods
  • Knowledge of merchandise receiving and invoicing procedures
  • Skilled in the proficient operation of personal computers & associated software
  • Ability to absorb and apply established procurement, procedures, laws and regulations
  • Ability to interpret information and write specifications for a variety of commodities
  • Ability to establish and maintain effective working relationships
  • Ability to communicate clearly and effectively, both verbally and in writing
  • Ability to evaluate the financial, production, and delivery capabilities of potential bidders and/or vendors


Minimum Qualifications – (Education, Experience, Certification, & Licensure):

  • High School Diploma or equivalent
  • One year of related experience
  • Certified Purchasing Professional Certification preferred
  • Financial, accounting, accounts payable, and/or procurement background preferred
