Position Summary

This position is responsible for setting strategies and overseeing operations of the organization's regulatory affairs function, which ensures compliance with governmental regulations or standards.




Essential Duties and Responsibilities

  • Represent the Cooperative to internal and external stakeholders and ensure that its reputation as an effective, active Cooperative participant and contributor is maintained and improved
  • Manage interactions and compliance with the regulatory agencies, for example the Electric Reliability Council of Texas, the Public Utility Commission of Texas, the Texas Reliability Entity, the Texas Legislature, and other regional or local government authorities, in support of the Cooperative’s strategic initiatives
  • Interprets regulatory standards and develops strategies for ensuring compliance
  • Oversees development of regulatory submissions and represents the organization in meetings with regulatory authorities
  • Tracks pending changes in the regulatory environment to allow for efficient organizational response to new legislation or requirements
  • Participate and represent the Cooperative in industry groups when in the interest of the business and its operations
  • Develop and sustain relationships with regulatory agencies and market participants
  • Serve as the key interface on behalf of the Cooperative and lead internal coordination efforts with authorities
  • Keep abreast with industry affairs by tracking emerging trends in the industry
  • Analyze policy and regulatory trends that could positively or negatively impact company operations and business development opportunities, and provide reporting to key business leaders
  • Provide periodic reports to Cooperative leadership on any incident or corporate infractions
  • Lead the internal cross-functional analysis and development of the Cooperative’s regulatory policy positions and advocate the position through participation in the stakeholder processes
  • Perform a substantive review of applicable regulatory and policy issues including a cost impact to the Cooperative and its members

• Performs other related duties as necessary or assigned.




Supervisory and/or Leadership Responsibilities

A full range of supervisory activities, training, evaluation, counseling and recommendation for termination. This includes, but is not limited to, effectively communicating organizational policies and other information to subordinates, ensuring that employees have a clear understanding of their responsibilities




Knowledge, Skills and Abilities

  • Knowledge of business and management principles including strategic planning, resource allocation, leadership techniques and budgeting
  • Knowledge of using computer systems, which may include setting up and using hardware and software programs, entering data or processing information
  • Knowledge of principles and processes for providing customer service
  • Knowledge of federal, state, regulatory and legislative developments that affect the electric industry
  • Knowledge of the utility industry and electric market operations
  • Skilled in business and management principles including strategic planning, resource allocation leadership techniques and budgeting
  • Skilled in anticipating, identifying, analyzing and resolving conflict and problems
  • Skilled in providing training, coaching, leadership, direction and supervision to staff
  • Skilled in communicating effectively with all levels within the organization
  • Skilled in project management
  • Skilled in planning, scheduling, prioritizing and coordinating work within assigned work area
  • Skilled in negotiation and influencing others
  • Skilled in articulating complex, technical information to technical and non-technical audiences

Minimum Qualifications - (Education, Experience, Certification, & Licensing)

  • Bachelor’s Degree in Business, Mathematics, Science, Economics, Finance, Engineering or related field
  • Directly related experience may substitute for education
  • Ten years of experience in electric industry regulation, public policy, market design and working with public officials, transmission or wholesale power operations
  • Valid Driver’s License
