Transmission Operations Engineering Manager

Position Summary

This position is responsible for planning, directing, and coordinating activities of a Transmission Control Center; coordinating with consultants, contractors, district operations, system maintenance and SCADA to communicate project scope, project details and budget parameters.




Essential Duties and Responsibilities

• Operate a safe, reliable, stable and economic electric transmission system with round-the-clock operations

• Ensure the electric transmission system meets demand while maintaining system parameters such as frequency, line flows and transmission-level voltage within prescribed limits

• Maintain real-time compliance with reliability standards set by regulatory authorities

• Maintain a balance between electric generation and total customer electricity demand

• Maintain operating reserves to provide for the reliable operation of the electric transmission system for actual or potential situations

• Coordinate actives with other neighboring utilities

• Direct activities for integrated transmission agreements, interconnections, interchange agreements and transmission access requests

• Lead projects involving transmission systems that carry high-power (typically 69KV and above) electricity from generating plants to substation from generating plants, substations, and/or transmissions

• Communicate project scope, details and budget parameters to District Operations, System Maintenance, Transmission and Distribution SCADA

• Conduct engineering analysis of transmission system, load forecasting, power quality, including ERCOT long term and next day assessments transmission and distribution substations

• Develop operating plan for transmission compliance with North American Electric Reliability Corporation (NERC), Electric Reliability Council of Texas (ERCOT), and other relevant local and national regulatory standards

• Ensure strong communications with internal and external customers

• Develop ERCOT model in Energy Management System

• Represent PEC at appropriate operational ERCOT and Texas RE meetings

• Coordinate with consultants, members, developers, and government entities on all projects

• Implement systems with provisions for continuity of operations during any disaster recovery or other emergency situations

• Supervise the work of staff, consultants, and contractors to ensure adherence to quality standards, deadlines and proper procedures, correcting errors or problems

• Provide employees with guidance in handling difficult or complex problems and in resolving escalated complaints or disputes

• Implement policies, procedures, and service standards in conjunction with management

• Discuss job performance problems with employees to identify causes and issues and work to resolve problems

• Teach and instruct employees in job duties and company policies or arrange for training to be provided

• Evaluate employees' job performance and conformance to regulations and recommend appropriate personnel action

• Recruit, instruct and supervise subordinates

• Develop and manage department budget

• Establish work priorities and activities

• Establish metrics and prepare monthly reports



• Maintain the security of confidential information

• Stay abreast of advances in technology

• Demonstrate regular and prompt attendance

• Performs other related duties as necessary or assigned.




Supervisory and/or Leadership Responsibilities

A full range of supervisory activities, training, evaluation, counseling and recommendation for termination. This includes, but is not limited to, effectively communicating organizational policies and other information to subordinates, ensuring that employees have a clear understanding of their responsibilities.




Knowledge, Skills and Abilities

• Knowledge of business and management principles including strategic planning, resource allocation, leadership techniques and budgeting

• Knowledge of using computer systems, which may include setting up and using hardware and software programs, error checking, database design, entering data or processing information

• Knowledge of principles and processes for providing customer service

• Knowledge of ERCOT protocols and guides and NERC standards

• Knowledge of Energy Management Systems and Software

• Skilled in monitoring and managing performance

• Skilled in establishing and communicating performance expectations and metrics

• Skilled in time and project management

• Skilled in prioritizing and managing changing priorities

• Skilled in anticipating, identifying, analyzing and resolving conflict and problems

• Ability to use computer systems and applications

• Ability to communicate effectively verbally and in writing

• Ability to listen and understand information verbally and in writing




Minimum Qualifications - (Education, Experience, Certification, & Licensing)

• Bachelor’s Degree in related field

• Ten years of directly related work experience

• Registered Professional Engineer in the State of Texas

• Valid Texas Driver’s License
