NERC Compliance Officer

POSITION SUMMARY:  This position plans, develops, and works in coordination with Cooperative technical experts to implement and maintain various processes, programs, and training to ensure compliance with all relevant regulatory requirements of the North American Electric Reliability Corporation (NERC) and the Texas Reliability Entity, Inc. (Texas RE).  

 

ESSENTIAL DUTIES AND RESPONSIBILITES:

  • Plan, develop, implement, and maintain programs to ensure compliance with NERC Reliability Standards in accordance with industry standards and requirements
  • Manage the day-to-day activities to maintain and adhere compliance with applicable NERC requirements, including primary responsibility for ensuring PEC’s compliance database is current and appropriately maintained  
  • Assist in the development, review, and update of appropriate policy, procedures, and standards to maintain compliance with mandated NERC regulations
  • Develop processes to identify, quantify, analyze, and report on NERC compliance status
  • Provide assistance to subject matter experts and responsible managers regarding NERC compliance activities for managing and providing appropriate evidence of compliance
  • Interact and coordinate with appropriate business unit resources and be primary contact for engagements including audit participation, implementation, and informal inquiries
  • Manage NERC registration and assessment of changes to reliability risk, addition of functions, or emergence of new risks that could change the Texas RE engagement cycle or Compliance Oversight Plan
  • Design and participate in internal auditing activities performed for compliance verification and coordinate and conduct assessments of internal controls, events, and misoperations
  • Develop a system of associated metrics for periodic reporting
  • Attend and participate in meetings at the Texas RE and assess impacts to business operations from various regulatory requirements
  • Represents the organizations interests in industry stakeholder processes and with trade groups
  • Develop and conduct compliance training programs to promote awareness and provide instructions regarding applicable regulatory compliance
  • Utilize appropriate tools and procedures for analysis, assessment, remediation, indications, warnings, mitigation, and response activities that occur before, during, and after events which may result in infrastructure compromise or disruption
  • Exhibit specialized depth and breadth of expertise in NERC compliance
  • Interpret internal or external issues and recommend solutions and best practices
  • Work independently, with guidance in only the most complex situations
  • Demonstrate regular and prompt attendance
  • Other duties as assigned

 

SUPERVISORY AND/OR LEADERSHIP RESPONSIBILITIES:   May lead functional teams or projects

 

KNOWLEDGE/SKILLS/ABILITIES:

  • Knowledge of how to solve complex problems
  • Knowledge of using computer systems, which may include setting up and using hardware and software programs, entering data, configuration, or processing information
  • Skilled in time management and prioritizing and managing multiple tasks
  • Skilled in taking a broad perspective to identify solutions
  • Ability to communicate effectively verbally and in writing
  • Ability to listen and understand information verbally and in writing
  • Ability to anticipate, identify, analyze and resolve conflict and problems

 

MINIMUM QUALIFICATIONS: EDUCATION/EXPERIENCE/CERTIFICATION/LICENSURE:

  • Bachelor’s Degree in related field
  • Five years related work experience in regulated markets
  • Experience in the ERCOT region preferred

  • Exempt employees receive a fixed bi-weekly salary to compensate them for all hours worked during each pay period
