Executive Vice President, External Relations

Note: The work location for this position is at the Headquarters in Johnson City, TX.


Position Summary:

This position is responsible for managing and representing the interests and positions of the Cooperative with external facing entities, including legislative, national, regional, and local governments; quasi-governmental entities; trade organizations; members; and community associations.


Essential Duties and Responsibilities:

  • Establish the vision and strategic direction for external relations that aligns with the Cooperative’s strategic goals and objectives.
  • Actively identify and implement external relations needs and strategies.
  • Represent the Cooperative to internal and external stakeholders.
  • Ensure that the Board of Directors’ policy decisions and positions are appropriately represented and communicated to external entities.
  • Manage and improve reputation as an effective, active market participant and contributor.
  • Represent and promote the Cooperative’s programs and interests before federal, state, local government entities, agencies, and policy makers.
  • Represent and promote the Cooperative’s interests and positions to the utility industry, trade associations, citizen commissions, community organizations, and business and utility customers.
  • Build and maintain relationships with state and local elected officials, legislators, key staff, state agencies, trade associations and other key stakeholders through regular and issue-specific contact.
  • Monitor legislation and legislative hearings and activities, identify key legislative and state policy issues, and develop recommendations for action, as necessary.
  • Serve as or oversee the Cooperative spokesperson in a variety of capacities, as necessary.
  • Ensure timely responses to media inquiries and quickly and diplomatically address issues that may arise.
  • Oversee the successful implementation of communications and community engagement strategies and programs to ensure that they are aligned with the Cooperative’s strategic goals.
  • Manage Cooperative Communications to develop and implement effective external corporate communications.
  • Oversee Community Engagement to develop and implement outreach and community engagement activities.
  • Identify continuous quality improvement opportunities within External Relations.
  • Oversee social media accounts’ design, campaign development, and strategic vision.
  • Suggest and implement new features to develop brand awareness, like promotions and competitions.
  • Remain up-to-date with current technologies and trends in social media, design tools, and applications.
  • Ensure the Cooperative proactively communicates priority issues to the media and other external entities in a timely and accurate manner.
  • Continuously monitor and evaluate external relations activities. Maintain strong relationships with news reporters and editors through periodic phone calls and meetings.
  • Manage specific projects and engage in other duties as may be assigned by the Chief Executive Officer.
  • Enforce communication and brand standards across the organization to ensure proper message and tone while also adhering to timelines, processes and approvals.
  • Perform all work with integrity, high ethical standards, and a strong work ethic.
  • Develop and review operating procedures for all components of Communications and Community Engagement.
  • Implement corporate and departmental policies, procedures and service standards in conjunction with other managers.
  • Provide employee guidance in handling difficult or complex problems and in resolving escalated complaints or disputes.
  • Develop and manage budgets.
  • Present a positive image as a representative of the Cooperative.
  • Maintain the security of confidential information.


Supervisory and/or Leadership Responsibilities:

  • Actively participate as a member of the Cooperative’s Executive Team.
  • Responsible for the full range of supervisory activities for departmental employees, including selection, training, evaluation, coaching, motivating, mentoring, and counseling, and preparing any recommendations for termination.
  • Oversee the professional development of departmental employees.


Knowledge, Skills and Abilities:

  • Knowledge of business and management principles including strategic planning, resource allocation, leadership techniques and budgeting
  • Knowledge of using computer systems and applicable software.
  • Knowledge of principles and processes for providing customer service
  • Skilled in evaluating complex issues and making decisive judgments in the best interest of the Cooperative
  • Skilled in anticipating, identifying, analyzing and resolving conflicts and problems
  • Skilled in prioritizing and managing changing priorities
  • Skilled in monitoring and managing performance
  • Skilled in time management
  • Skilled in establishing and communicating performance expectations and metrics
  • Ability to listen, comprehend and communicate effectively, both verbally and in writing; high level communication and interpersonal skills required
  • Ability and motivation to take a leadership role in implementation and management of External Relations at the Cooperative


Minimum Qualifications – (Education, Experience, Certification, & Licensure):

  • Bachelor’s Degree in a related field 
  • Ten (10) years of progressive experience in leadership, managerial, or supervisory positions
  • Experience in the electric utility industry, specifically Texas electric markets preferred
  • Valid Texas driver’s license
